The Secure Chain container

The last thing you want as a shipowner or shipper are criminals who misuse your sea containers. The Secure Chain allows you to release and collect import containers in Dutch ports safely and reliably. 

Port workers know this: there are many links in the chain when it comes to releasing and collecting import containers, from shipowners and shippers to carriers and terminals. This transfer mainly still happens by sending a PIN by email, which as a process is highly sensitive to criminal activity. 

Digital authorisation

The Secure Chain is used by the government and businesses to develop a digital solution to this problem based on the BDI. In this case the PIN is replaced with digital authorisation: every participant in the Secure Chain digitally authorises the next link to collect a container.

Transparent chain

Within the Secure Chain, only a carrier with digital authorisation can report their arrival at the deep-sea terminal and safely collect the container there. The terminal always knows who will be arriving. This makes the chain more transparent and ensures that everyone linking up digitally always knows who is authorised for what.

Introduction one step at a time

The functioning of the Secure Chain is simple, but it does mean that every chain party needs to implement a new, fully digital way of working. This is why it is set up and introduced one step at a time. You can read more about the Secure Chain and the approach on this website:

The Secure Chain is being developed and tested based on BDI agreements in a Living Lab. This is being done as part of the Digital Infrastructure for Logistics (DIL) programme.  

Portbase is the project manager for this Living Lab. Portbase was incorporated in 2009 by the Port of Rotterdam and the Port of Amsterdam; its Port Community System serves over 5,000 logistics companies at the sea ports and within the logistics landscape. .
