Living labs
Logistics in the Netherlands can be and must get more efficient and sustainable, and internationally we want to retain our leading position and preferably expand it. That is why the Digital Infrastructure for Logistics (DIL) programme is researching and promoting smarter use of data exchange in goods transport. The practical implementation of this smart data exchange is the Basic Data Infrastructure (BDI). It is an framework that allows everyone in the logistics chain to share data in a safe and controlled manner.
Why use the Basic Data Infrastructure?
- You have earlier access to the right logistics information without human intervention.
- As a data owner you control who may use your data and for which purpose.
- You can act faster, plan more precisely and make optimum use of (scarce) resources.
- You use a single standard link rather than all those expensive one-to-one data connections.
Living Labs: getting started with the Basic Data Infrastructure
To test the functioning of the Basic Data Infrastructure in practice, the DIL programme organises Living Labs. These are experimental environments where partners in logistics collaborate on issues. Safe and controlled exchange of data is always essential here. Examples are CO2 reports, traceability of goods (supply chain visibility), cargo theft and undermining.
Innovating together and achieving practical results
By now, more than 10 Living Labs are active within the DIL programme, which are aimed at various modes of transport (water, air, road). We offer a project environment in which you collaborate with chain partners, learn, innovate and achieve concrete results in practice! We obviously share the knowledge and experience we gain with the sector, as the more parties can get started with the BDI, the more efficient and sustainable our collaboration can be, and the more we can strengthen our international competitiveness.
As part of the DIL program, we will be happy to provide a Living Lab to develop your logistics issues further based on the BDI.

If you want to work on a common logistics issue together with your chain partners whereby data exchange is essential, please get in touch.
- Digital Infrastructure for Logistics doesn’t use the data as such: participants determine for themselves who they share data with.
- After development, the software remains the property of the participants.
- The knowledge and experience gained will obviously be shared with the sector to promote adoption of the Basic Data Infrastructure.
We assess the contribution of potential Living Labs to the goals of the programme based on four criteria:
- Feasibility: are parties willing to invest time and money in a Living Lab? And do they really want to apply the results in daily logistics practice?
- Potential for upscaling: what are the opportunities and risks for further adoption of the application in the (sub)sector?
- BDI application: to what extent are the principles of the BDI framework being implemented?
- Value for goods transport: what benefit does the Living Lab have for daily practice in goods transport?
