Tender published on TenderNed: Innovation Partnership BDI Components

Published on December 10, 2025

Connekt in Delft is taking an important step in the further development of the Basic Data Infrastructure (BDI) digital agreement system. The tender "Innovation Partnership BDI Components" has been published on TenderNed.

Goal of the tender
For the development and scaling of the BDI ecosystem, Connekt is looking for IT partners who can contribute to the realization of a robust, scalable, and future-proof system. The core of this assignment lies in the further development of crucial BDI components that have already proven their value in Living Labs and Proof-of-Concepts.

Why this tender?
The BDI builds as much as possible on existing industry standards and open-source software. This ensures both interoperability and continuity. Nevertheless, there are a few essential components that require a specific BDI implementation. The practical experience gained shows which functionalities are minimally necessary for safe, trusted, and efficient data sharing.

Scope of the innovation partnership
The partnership focuses on three core components:

1. Association register

  • Semi-automatic onboarding of participants
  • Automatic trust lists
  • Recording & issuance of assurance data (JWS)
  • Issuance & rotation of X.509 certificates (ACME)
  • Logging/metrics endpoints
  • eFTI compatibility & EU Business Wallets

2. BDI connector

  • Expansion of the plugin ecosystem (including webhooks, event brokers)
  • Semi-automatic onboarding with an association register
  • ACME support Validation of strict BDI-JWT profile
  • Validation for cloud-agnostic attribute models
  • Logging/metrics endpoints
  • eFTI compatibility

3. Orchestration register

  • Issuance of JWS
  • Automatic notifications
  • Logging/metrics endpoints

Registration closes on January 15, 2026. Interested? More information and full documentation can be found via TenderNed.
