Within the Data In Logistics (DIL) programme, the Basic Data Infrastructure (BDI) plays a central role as the foundation for reliable, standardised data exchange in the logistics sector. The BDI is not static: the set of agreements and the associated facilities are continuously being developed. Sector input is essential in this process.
To ensure this continuous development proceeds in a structured and transparent manner, a formal Request for Change (RfC) process has been established. This process is intended for anyone who wishes to propose a change to components of the BDI, such as standards, agreements, documentation, or technical facilities.

What is the RfC process?
The RfC (Request for Change) process is a way to submit, assess, and – if approved – implement change requests in a clear and accessible manner. The process is based on principles from the BOMOS model (Management and Development of Modular Open Standards) and aligns with the BDI's governance. A change request could, for example, concern:
- clarifying or adjusting existing agreements;
- adding new functionalities;
- improving documentation;
- or identifying bottlenecks in the current working method.
Who can submit a change request?
Anyone involved in or working with the BDI – from logistics service provider to software supplier – can submit a change request. This can be done simply via an online form on the BDI Reference Architecture. After submission, the request is assessed by the BDI's management organisation. The process is transparent: the status of every request is visible, and submitters are kept informed of the progress.
Why is this important?
The strength of the BDI lies in collaboration. By actively contributing to the continuous development of the set of agreements, we collectively ensure that the infrastructure continues to meet the needs of the sector. The RfC process offers an accessible way to suggest improvements and help build a future-proof digital logistics system.
